Update rails to 7.2.2 (#2856)

* Update rails and puma

* Update factory bot, fixture_paths, lint and populate LAs for tests

* Remove enum deprecation warnings

* Fix prefic syntax

* Update paper_trail, add missing translations, lint

* Update some tests

* Update npm package
